About the ITQ Process
Under the ITQ process, vendors become pre-qualiﬁed to provide IT services to the state. Agencies in need of an IT service issue a “Request for Quotation” (RFQ) to any pre-qualiﬁed vendor who has been approved in the required service category. The ITQ process is more efﬁcient than the traditional request-for-proposal (RFP) process, which is time-consuming and promotes legal challenges by vendors that were not awarded contracts. Former Governor Tom Ridge wanted a streamlined procurement process to improve state government productivity and save time and money. Under his direction, the Pennsylvania Ofﬁce of Administration and Department of General Services
